Application Process

Step 1 - Workshop

SETAC annually hosts a free workshop to explain the financial assistance process to interested representatives of nonprofit organizations desiring to submit proposals for arts and humanities projects. These workshops are held in the end of February of each year. A meeting with the Executive Director is also encouraged for those groups desiring individual assistance in preparing their grant applications. Each attendee of the workshop receives the SETAC manual entitled Financial Assistance Guidelines.

Step 2 - Completing the Application

The deadline for sub-grant applications is the May 1 by 5:00 p.m. The Financial Assistance Guidelines manual, issued at the February workshops, provides applicants with clear and helpful instructions. It includes a detailed explanation of the subgrant process, eligibility criteria, matching requirements, sample forms, and thorough instructions for completing the application. The Cities of Port Arthur and Beaumont have used part of SETAC's guidelines for formulation of their block grant program instructions. In addition, the Texas Commission on the Arts has referred other arts councils in the state to SETAC for information on formulating or revising their guidelines.

Step 3 - SETAC Review

From May to June, the SETAC staff checks the applications for eligibility, accuracy, and completeness. If necessary attachments to the application are missing, or if additional information is required, the submitting organization is contacted.

Step 4 - Grants Review Panel

During June a carefully selected 15-member Grants Review Panel begins to review the applications received from area groups, and to conduct interviews with the applicant organizations regarding their projects. This panel consists of individuals from throughout the community who volunteer approximately 40 hours of their time to perform non-biased appraisals of all requests. The Panel submits its findings and recommendations to the SETAC Board of Directors which makes final approval decisions.
